The Adopt-A-Highway Programs vary from state to state but a few
basic principals apply to each program. The state highways are
divided into sections of 1 mile to 3 miles. The state then applies
what are called post miles or mile markers to each section. Some
States divide the highways by county while others simply by state.
The sections are given post mile numbers and then offered to the
public for adoption. Each adoption comes with a recognition panel to
let the people know who is responsible for keeping the section
clean. The signs vary in size depending on the state but the rules
remain the same. For each adoption you are allowed one or two signs
depending on the situation. Your recognition panel can include your
business name and logo only. Cities and addresses are allowed in
some cases. No phone numbers, slogans, or directional information is
allowed.
Each state will allow you to hire a contractor to pick up the litter
for your adopted section of highway. The contractor must be approved
by the state and carry the required insurance. Once selected the
contractor can take over communications with the state and be held
responsible for picking up your site. Your company or group name
will be on the sign and the contractor will keep the site clean as
required by the state DOT. Your agreement with your contractor is
separate from the state. Each state will issue both the contractor
and the adopter highway encroachment permits allowing them to work
on the adopted section of highway.
